Add brake fluid
DOT 4 has a higher boiling point than the similar glycol-based DOT 3 fluid, but for a daily driver vehicle such as the cobalt, DOT 3 will suffice. MAKE SURE YOU DO NOT MIX DOT 3 WITH DOT 4.

Open the hood, by the fire wall in the back on the drivers side is the Brake fluid reservoir, unscrew the cap and fill it with the appropriate DOT brake fluid to the line.
It takes DOT-3 brake fluid.
The fluid is added to the brake master cylinder. it is mounted under the hood on the firewall on the driver side.
You don't... it has electronic power steering. No fluid except lubrication in the actual steering column.

I don't know what model year you own, but on my 09, it says that the clutch system is does not have its own fluid, but is tied into the brake system and its fluid. That makes sense to me, seeing that clutch fluid is merely brake fluid.
