If by international stamp you mean a stamp from Another Country, no, you cannot.

You use the stamps of the country of origin to mail a letter. Most countries are not going to care if you use postage stamps intended for use internationally for domestic mail. You have paid for them in either case.

There are some postage stamps intended for use on domestic mail that cannot be used for international mail. An example would be the non-denominated stamps of the US, the Forever Stamp cannot be used for International Mail because there is no value on it.


While the US has specialized stamps for various rates and services, there is no restriction on using them for meeting any valid postage costs.

Most US stamps can be used to mail international mail. You obtain them at the post office.

Collectors obtain foreign stamps through dealers and through the post office of the country they are interested in. They also trade with other collectors.
