In forum you can participate in discussion on particular topic and Blog is an online diary where anyone can post their comment.

Each "tweet" is just 140 characters long, however if you "follow" a person you are able to keep updated on their everyday life, quotes, opinions, etc, even if you have no connection whatsoever with them which is exactly the same as a blog. A blog is just an online diary, and the main difference between having a blogsite and a Twitter account is that in a blog you are able to write more expanded entries, whereas with Twitter everything is far more condensed. Both are used to express yourself and to learn about others thoughts.
