The two are very different concepts, one is an belief and the other is a type of ruler.

A dictator is someone who has control of a government and is the sole authority overall all government business - the sole decision-maker over policy, taxes, laws, etc. Another way to describe it (using American concepts) is the consolidation of all the judicial, legislative, and executive powers in the hands of one person.

A dictator is not necessary bad - there exists a concept known as a benevolent dictator (despot) as found in the thriving island nation of Singapore. The important idea here is "how" the person decides to use their authority.

A "communist" describes a person who ascribes to the Marxist philosophy of persons' working in lowest income bracket being the primary economy and legislative force in the nation. The assumption was that the state would move toward providing more equal "benefits" to all people in the country rather than being enjoyed by the rich.

Communism, by itself, actually does not have any dictatorial elements inside its theory - in fact, the exact opposite. However, as it manifest itself in reality, most leaders who espouse communism often end up being dictators.

communism is a way of doing ones economy and a government run by a dictator is called totalitarianism and is a type of goverment. You can have a communist country run by a dictator and you could have a capitalist country run by a dictator or a communist country run by elected officials.
