It's a regional term like "pop" is to "coke". In the south I have actually heard people ask if you want a "orange coke" or a "coke coke". "Pop" is never used... In the north I have heard the term "drill motor" used where other areas will just refer to it as a "cordless" drill, or "drill".
ANS 2 I believe it's more a technician/layman thing. -All over the world amateurs say "drill" meaning the whole machine AND bit . We technicians or carpenters see the two 'pieces' -the portable drill motor, and it's variety of 'bits'.
In short, to the asker, I would say a 'drill' is actually a drill bit, and a 'drill motor' is the part that powers it.
