A theory is an explanation that has held true in every situation. However, there is no formal proof that such a theory will always hold true.

A law is an explanation that will always hold true and has a proof to go behind it. The "law of gravity" is always true because we know that every object pulls other objects toward it depending on its mass. Therefore, gravity is a law because it has been proved that Earth always pulls smaller objects toward it.
