A parking brake is any system which is intended to be used when a vehicle is parked, whether it's a spring, a cable, or any other device. A spring brake has a spring which constantly presses the brakes to remain engaged.. during normal operation of the vehicle, a quantity of air is supplied to push against the spring so the brakes remain released. Air brakes simply mean a braking system which uses air for actuation instead of fluid.
On a T30 brake can, there are two chambers - the service chamber, and the emergency chamber. In the brake chamber, there is a spring.. when decompressed, it rotates the S-cam to lock the brakes. This is your parking brake. When you release the brakes, the emergency chamber remains constantly supplied with air to compress this spring, effectively releasing your brakes. The service chamber counteracts this, allowing you to utilize your brakes, but only when air is supplied to it when you push on the treadle valve.
The spring brake chamber is designed as a parking brake only. The service brake chamber is air operated which can be controlled more efficiently as needed.

The air in an air brake system is the "fluid" to activate the brake, much like brake fluid activates the brakes in your car. One difference is that you are not pushing air down the lines when you step on the brake pedal, instead you are releasing a metered amount of air, or "application pressure" from the reservoir, through the treadle valve (brake pedal/valve) to the brake chambers, to apply the brakes. Air also releases the parking brake, as the parking brake is always in the on mode, until you push a valve on the dashboard, sending compressed air to the parking brake chambers, releasing them. The parking brakes are spring powered, and the air over rides these springs.

The parking brake on a 2003 Chevy Suburban are adjusted by increasing or decreasing pressure on the spring. This is done under the vehicle, along the middle of the vehicle's frame.
Chevrolet Blazer parking brake can be adjusted with the adjustment screw on the parking brake pad. The parking brake can also be adjusted with the parking brake cable.
