Because in AC the voltage and current reverse continually, for example 100 times per second on a 50 Hz system. A DC meter reads the average voltage or current, and these are both zero in an AC system.

Niether is preferred over the other. The choice depends on what you are measuring. If your voltage is AC, you must use an AC voltmeter to measure it, likewise with DC.
