Engineering technicians use the principles and theories of science, engineering, and mathematics to solve technical problems in a variety of engineering fields. Engineering technicians generally have 2 year associates degrees. A lot of techs just install or help engineers with the hands-on start-up or troubleshooting of systems & equipment.
Electrical engineering technologists assist engineers in the design, drafting, and technical skills to implement engineering ideas. EET's generally possess a 4-year bachelors degree. Although the term can be somewhat misleading, someone with a BS in Electrical Engineering Technology can obtain the same job as someone with a BSEE. The EET degree usually focuses on the implimentation of design, while EE focuses on design and theory. The EE degree generally contains higher level math courses than the EET degree.
In Canada the difference between an engineering technician and an engineering technologist is a technologist has more training in Science, Mathematics, and is required to write a thesis.

Electrical engineering deals with electrical lines, transformers, circuit breakers, power transmission , generation and distribution. Instrumentation engineering is a sub branch of electrical engg. but we can say that Instrumentation engg. is mixture of electrical, mechanical(somewhat), electronics, computer(somehow)..... Instrumentation deals with sensors, transducers, analog and digital controllers, automation etc... so main difference between Instru and Electrical is, Instru. for making plant Automatic and electrical for making plant powered with electricity ....
Different universities most probably have different names for what may or may not be similar bachelor-level degrees. Without knowing which uni awards a B.Sc. in Electrical Engineering and which uni awards a B.Elec.Eng. its impossible to say what the difference is. If you wish to compare two such degrees you have to read and compare the curricula of the two degree courses which lead to those awards.
There are several ways to differentiate it bur the most basic difference is that in electrical engineering we deal with flow of electrons, while in electronic engineering we deal with transfer of electrons(through holes).

Technicians are low level white collar jobs with the most limited requirement in education and often, it can be done on the job with certification issued by the employer.Technicians are basically maintaining and servicing a specific technology such as audio equipment or networking devices. Their knowledge and skill set will be limited to a specific category of technology. Most people will explain Electronic Engineering Technology degrees incorrectly and lead you to believe you are an underling servant to a real engineer which is complete B.S.The electronic engineering technologist will have a relative understanding of all current technologies but it is of course superseded by the electronic engineer's knowledge and understanding.An electronic engineer is educated with a focus on math, theory, development and advancement. For example the technologist or, technological engineer is designing a new amplification system and needs an operational amplifier to perform a task that none is existence can currently perform. It is now the engineer's duty to use his/her superior math and theory knowledge to design that op amp. Much if not all of their work is done on a drawing board and a computer.At the lowest level, the technician is the repairman that fixes the device if it breaks down because it's a simpler job in regards to knowledge but more demanding and timely so the employer isn't going to waste the technological engineer's resources on said duty.
