Brake Pad is for a disc brake (which are the shinny discs you can see through you wheels assuming you don't have hub caps or wheel dust covers). Brake shoe is for a Drum Brake which looks simialr to a minature oil drum.
brake shoes are used with drum brakes and are " spread out " when the brake pedal is applied ( brake shoes are used for the rear brakes on 1991 to 1994 Ford Explorers ) brake pads are used with disc brakes and squeeze on both sides of the brake rotor when the brake pedal is applied ( 1995 and newer Ford Explorers have disc brakes front and rear )
Brakes is just a general overall word that explains the braking system... but in the system you have rotors and pads and calibers and many other parts... The brake pads are the 2 half moon looking parts that the calibers push on to make it rub against the rotor overall creating friction and stopping your vehicle

I am not a car professional but I think that installing brake shoes simply means installing brake pads. And brake pads are what helps you slow down and stop while driving.

When the shoes/pads have less than 10% of lining left. When shoes/pads are cracked or damaged. When the drums/rotors are replaced.
Ceramic pads are much harder, last longer. However not compatible with all rotors, ask your brake technician at local shop.
