Yes, and no. Both will have a cinnamon taste (though varrying per brand and how much cinnamon is used). However, cinnamon buns tend to have icing and be sweeter, and warmer and more moist when eaten. The bread will be more dry and grain-tasting, with less of a doughy taste and consistency to it.
A crumb bun is simply an individual-sized portion of crumb cake. It would be the same as the difference between a cupcake and a cake. A crumb bun is baked in a size that a person can consume all at once, as opposed to a large cake that would be cut into pieces. I have never seen crumb buns outside of New York or New Jersey, even after Entenmann's popularized New York-style crumb cake nation-wide.
