While an ounce (abbreviated as oz) as implied by the below conversion factor is a unit of MASS.

Therefore: 1 fluid ounce is a measure of volumn: There are 8 ounces in one cup of liquid. 1 ounce is a measure of weight: There are 16 ounces in 1 pound.

16 ounces of force is equal to one pound of force, and 32 ounces of volume is equal to one quart. OK ?
In an attempt to clarify the situation when the physical dimension is not obvious from the context,
the unit is often referred to as a "fluid ounce" when it means volume.
