a leap year has an extra day. that extra day is February 29. in a regular year the month February only has 28 days

it's because the Leap Year day is added on to the calander. So Feburary will has 29 days and not 28.

The difference between a year and a leap year is that a leap year has an extra day added to the end of February and a year is just a normal year (Which is 365 days.).
