The main difference between local time and standard time is, the local time changes from a place to place, but the standard time remains fixed for the particular country. As per local time, the place/location on the same longitude will have the same local time, but as per the standard time the place on the same longitude will have different standard time.

Standard time is based upon the Sun's position. At noon the Sun is at the peak of its arc.

Daylight Savings time has the clocks moved forward one hour in the Spring and Summer. The Sun is not to the peak of its arc at noon in Daylight Savings Time.

Before countries started establishing standard time zones in the 1800s, each city or town was on its own mean time. That started to get very confusing when the speeds of transportation, via the railroads, and communication, via the telegraph, increased greatly. Creating zones within which the time throughout is the same alleviated a great deal of that confusion. Also, now that there are only around 40 time zones, it is much easier to determine the time in a certain place, especially since most countries are each entirely within a single time zone.
