There are many differences.

Dogs are domestic. Foxes are wild.

Dogs bark, howl and whine. Foxes make totally different sounds.

Dogs are in the genus "Canis" like wolves, coyotes and jackals. Foxes are "Vulpes"

Pet foxes have been bred in captivity for about 200 years now, needless to say, most of their natural instincts have been bred out. Whereas a forest fox is totally wild, and will be much more timid around humans. (Urban foxes will be more tame)

They are both wild, it is just that some are referred to as 'urban foxes' or 'city foxes.' The only difference between the two is that urban foxes sometimes go into city environments to scavange.
