Recruitment is a positive process that involves searching and encouraging as much people to apply for a certain post. Selection, on the other hand, is a negative process since it involves rejection of unsuitable applicants and chooses ones most suitable person for the job.

There are at least two types of recruiter:

The first works at "job fairs" and "career fairs", often held on university and college campuses near the end of each school year. Such a recruiter normally represents just one employer, and has a great deal of information about the company, its benefits and long term goals, and the kinds of careers and positions that are (or may become) available. The recruiter's job is to catch the interest of the most intelligent, motivated and qualified graduates/applicants. This kind of recruiter, like an employment agency, is a resource for both employers and applicants.

A second type of recruiter, often referred to as a "head-hunter", is primarily a source for employers only. The positions in question are normally at a higher level, in management or executive areas. The head-hunter is not limited to those people who have approached an agency or a job fair in search of employment, but instead is usually focused on personnel who are already employed and who have exhibited the desired skills in attaining their current positions. It is the job of the head-hunting recruiter to persuade an employee of one firm to quit that firm, and to go to work for another. It is the existence of these head-hunters that drives companies to compensate their best performers with large salaries, bonuses, and perquisites, to avoid having their stars "jump ship". When a head-hunter succeeds in luring an employee from one employer to take a position with another, there should certainly be satisfaction on the part of the "jumper", and to some extent on the part of the gaining employer (...although there will always be the lurking fear that the jumper will jump again if the price is right). But there is often only bitterness on the part of the losing employer.
