Rum is distilled from sugar. Vodka is distilled from potatoes. Rum is mostly made out of molasses and sugarcane while Vodka is mostly made out of potatoes and grains. Rum usually has different flavors while Vodka doesn't unless it is mixed with other drinks.
Well, Bourbon and Scotch are two types of Whiskey. Rum is distilled from Sugar Cane and is entirely different. Whiskey is distilled from Grain MASH. Bourbon is distilled from at least 51% corn and must be distilled in chared oak barrells by the law of the state of The United States Federal Government. Scotch is primarily distilled from barley, and usually uses a pre-used barrell, so the Scotch can soak up the oaky flavour. Also Scotch uses peat moss in the distilling process to give the whiskey it's trademark flavor. Finally, by international law, Scotch must be bottled in Scotland and no where else in the world.

Whiskey and rum in excess is not good for a persons health. In moderation, whiskey is better for health than rum. The reason being, whiskey has more antioxidants than rum. They both have the same caloric amounts.
In some cases yes. For instance, if you want a whiskey coke but you only have rum, you can simply make a rum and coke instead!
