Whole wheat flour contains the entire grain including the bran and "germ" of the wheat berry (grain.) Pastry flour is more highly refined, with the bran and germ removed. Pastry flour also is made from strains of wheat with lower gluten (protein) than all-purpose or bread flour, in order to produce tender pastries.

Flour oftentimes goes through a process known as bleaching. This makes the white baking flour most people are accustomed to and which they like to use in baking; however, while this makes the flour more suitable to common baked goods, it also strips much of the nutritional value from the flour. By not doing the bleaching process, you retain the whole wheat aspect of the flour, making it healthier and heartier.

White flour has had the inner husk or bran and the germ (the seed) parts removed so that just the starch contents of the wheat remain.

Whole wheat flour has all these ground into the flour, so has more fibre and nutrients. It also has a little more oil, (such as the wheat bran oil), and therefore has a shorter shelf life.

Whole wheat flour requires a little more moisture to be added to recipes when used instead of refined/plain/white wheat flour because the bran absorbs some moisture.

Flour can be made from many types of grain or bean. Wheat flour can be several different grades of flour. Whole wheat is just that, it's the whole grain ground into flour with nothing removed.
