The resistor value can be chosen produce a given time-constant, e.g. a 1000 uf capacitor might have a 3k3 resistor across, which gives a 3.3 second time-constant. The capacitor is then discharged to 1% voltage in 5 time-constants, 16.5 seconds in this case.
