Maximum effective range is the maximum range within which a weapon is effective against its intended target. Without knowing your target (deer, woodchuck, prarie dog, etc.) the question can't be answered. Your abilites will also bear on the MER. Just because it can be efffective at a certain range against a target does not necessarily mean you are proficient enough to attempt the shot.
