In general, you dial a fax number on a fax machine exactly the same way you would dial the same number on a landline telephone at the same location.

The default international access prefix for outbound calls from Australia is 0011. However, there are several other prefixes for specific purposes; for example, 0015 routes the call over the Telstra network, with settings optimised for faxing. Consult your telephone company if you are not sure which prefix to use.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)

The country code for North America, including the USA and Canada, is +1. The plus sign means "insert your international access prefix here."
