The Disney was by no means the first. a far more mature and neat plot was used several times in the Superman comic books- not known if it was used in the Superman films. As a college student, Clark Kent fell in love with the allegedly handicapped Lori Lemaris at Metropolis University. He noticed she seemed to have a foreign accent, but could not pin it down. She was very suspicious and eventually ( as all Mermaids are telepathic) that Clark and Superman were one and the same> They have a number of adventures together , in fact he saves her life, and eventually she has to return to Atlantis. She was worked into a number of Superman and other DC Cartoons including one where a Russian fishing trawler illegally operating in US coastal waters, snags Miss Lemaris in the net- alive- Oh Comrade, the Boys back in Moscow will never believe this! maybe it was subtitled Czarina of the Sea! ( pun on chicken of the sea tuna). So we can"t ignore Lori Lemaris.

I am pretty sure that the first cartoon Mermaid was "The Little Mermaid" from Disney. No the first cartoon ever was "The Fisherman and the Siren" So the first cartoon was the first Mermaid.
