The caudal (tail) fin is the driving force used to propel the fish forward. The paired fins are mainly used for brakes and steering and the dorsal and adipose fins are used as keels on a yacht/boat in most fish. There are variations on this. Sea horses are one example where the dosral fin is used for propulsion but there are many other variations.
