The freezing point of water increases as the pressure decreases. Because ice fills up more space than water. This effect is however so discrete, that at the average pressure on Mars, which is only 0,6 % of the pressure on earth, the freezing point will have increased by 0,1 ° Celsius

This pressure is however critical and may vary (altitude, winds...)

Where the pressure drops below 0,6 % of the pressure on earth, liquid water becomes unstable. It will boil until it loses enough heat to make the remaining liquid freeze solid.

As Mars Curiosity has measured positive ground temperature of 2,85°C (at noon), it proves that the existence of liquid water on Mars is possible.

The average pressure on Mars it at the tripple point. At the tripple point, all states of water could coexist.

However this an average, there are in reality 2 answers to this question:

At average to higher altitude, where pressure thins out, water will boil explosively from ice at the temperature 0,1° C

At lower altitude, the atmosphere thickens a little bit, the boiling temperature is still only at a modest 10° C.

But Mars has water in all three states:

Vast amounts of Water-Ice which temperature can vary from -160 ° C on a winter night to 0,1 ° C on a summer day.

Mars has some Water vapour in the atmosphere, but if it rained all at once it would hardly fill up a pond. The temperature of water vapour on Mars can vary from °C to °C

Temperatures in the soil have been reported to reach 27° C on the landing site of Viking, this means the permafrost underground ice-sheets have seasonal occasion to melt. Liquid water on Mars will have to be between 0,1 °C and 10°C.

It must be noted, that due to very low pressure, water boils at 10° C in the zones few zones where the pressures exeeds 0,61 % of Earth atmosphere pressure. Elsewhere on Mars, liquid water will boil explosively until enough energy is consumed to form ice.

The convergence of Mars air pressure at the tripple point of the water phase diagram is thought to be the result of self sustaining process.
