The fuel to oil ratio, for a 1988 model Suzuki outboard is 50:1, roughly 1 pint of 2 cycle oil, to six gallons of fuel.
An outboard surging condition is usually due to fuel starvation. The fuel tank, hose / connectors, primer bulb, and or filter(s) are all suspect, and should be checked. Also possible, carburetors and fuel pump.
The 1979 model, 2 cycle Suzuki outboards require a 50:1 ratio, one pint of 2 cycle oil to six gallons of fuel.

Suzuki fuel filter is located in the fuel tank. Replacement is a tank down job.
I don't think the Suzuki has a fuel pump just for it's make...
