The highest number of tornadoes to have occurred in in one day was 207 on April 27, 2011. The whole outbreak lasting April 25-28 featured over 350 tornadoes, making it the largest ever recorded.
You wouldn't be able to pin this kind of record down in a specific place at a specific time. But the highest snowfall rates tend to occur in the heaviest lake effect snow bands and are accompanied by thunder and lightning. This light fluffy snow can accumulate up to about 7-8" in one hour, though rarely does it last for even that long. It would be really hard, for complex physical reasons, to snow much more than that.

January 25 to 31, 1969 Between the 25th and 30th, snowfall records throughout Lane, Douglas, and Coos counties, were surpassed by incredible numbers. Snowfalls of 2 to 3 feet fell on the valley floors, with much heavier amounts in the higher terrain. At Eugene, a snowdepth of 34 inches was recorded on the 30th, and the total January snowfall was 47 inches, nearly 7 times the normal monthly snowfall! I have even been in Death Valley when it snowed. The average snowfall over Donner Summit is about 35 feet. So California has no "average snowfall." It depends on where in California one is when asking about the average snowfall.
