In the USA there are 3 branches of government, defined by the Constitution. A Prime Minister is not mentioned in the Constitution. If the question is referencing a country with a Prime Minister, its likely a parliamentary system like Canada or England or although it could be a country like Australia or New Zealand. In England and Canada, there is no 'Executive Officer' in the American sense. The Prime Minister is more or less the equivalent although he/she must be elected to office by their own constituency, much like a Congressman in the USA. They are not elected by the country as a whole.
