The electoral college determines who wins the presidency. For a person to win the presidency they need to get the majority of the electoral votes which I believe is 181. The electors for a state will in most cases vote with the popular vote for the state and whoever that is will win the state and get all of the electoral votes that are available for the state.

Quick and Dirty: The electoral college is a compromise among the big states and the smaller states, all former crown colonies. The compromise was a way to keep the people, as from the various now more or less states, but not really sure about that, from killing each other after hours. (That's not a joke; politics has always been serious, and when you could shoot somebody you disagreed with , with impunity, it really was a mater of life and death.) It was perfectably reasonable to shoot somebody you did not agree with; you just had to follow the rules of engagement. Read the Federalist Papers and descendants. The electoral college is a way to avoid shooting each other. It's not in the constitution, I dont think. Everything does not start with the constituion, it just ends there.
