Long Answer: It's a glitch that manipulates the map data and memory by quickly and repeatedly crossing load lines in the game. This supersaturates the RAM and causes map data to be misplaced in 32x32 bit tiles. If you tweak correctly and follow specific steps, you can enter various "voids" which allow you to access another region within the game dubbed "fake sinnoh" by the glitch users. This area allows us to access any outdoor location (under certain stipulations) and has given us access to Darkrai and Shaymin.
There is NO WAY I can explain to you how, but there are various YouTube videos that give you directions to do this glitch. There is also a forum unknown to most people that has all the information you need. The HallofOrigin forums are administrated by the largest tweaking developers and can be found at halloforigin(dot)com.
