Here is one way to do it, in CS4 at least:
1) In "Acrobat" - "Preferences", select the "General" category and check the box that says "Use single-key accelerators to access tools"
2) Choose "OK" to save the changes
3) Now in the document, you just need to press "U" on the keyboard to enable the highlight text tool. Pressing "H" will switch you back to the hand.
