It depends on whose point of view you take. As a patriotic American, I'd say it was North Vietnam's fault for attempting to impose communism on South Vietnam.
Presumably this is meant to be the 'Tomb of the Unknown Soldier.' The 'Tomb of the Unknown Soldier' is a symbolic representation of all the soldiers, who have fought in and after WW1, whose bodies (and thus identities) were never discovered.
