Using the definition of "not sharing any borders with an ocean", there are 27 landlocked US states. Pennsylvania could be considered to have a coast because of the Delaware River estuary (57 miles or 89 km in length). Another 6 states, in addition to New York and Pennsylvania, have shorelines on the Great Lakes.

The 27 US states not having an actual ocean coast:

Arizona

Arkansas

Colorado

Idaho

Illinois (Great Lakes)

Indiana (Great Lakes)

Iowa

Kansas

Kentucky

Michigan (Great Lakes)

Minnesota (Great Lakes)

Missouri

Montana

Nebraska

Nevada

New Mexico

North Dakota

Ohio (Great Lakes)

Oklahoma

Pennsylvania (Great Lakes)

South Dakota

Tennessee

Utah

Vermont

West Virginia

Wisconsin (Great Lakes)

Wyoming

Kazakhstan, if the Caspian Sea coast does not qualify as a coastline..(The Caspian Sea surface is at places several meters below sea level and therefore can't be classified as a proper sea.) If indeed the Caspian Sea is counted, the largest landlocked country would be Mongolia
