There are several key positions in Cub Scouting. The Cubmaster and Committee Chair are the top two key leadership and make decisions jointly to help the Pack run smoothly. The Cubmaster oversees the Den Leaders ensures the advancement program stays on course. The Committee Chair ensures the Pack is in compliance with the local by-laws, communicates with the local Council, and they also ensure the other key positions are filled by active volunteers.
The person who runs the pack meeting and so is most visible is the Cubmaster.
The person who is administratively in charge, but less visible to the members, is the committee chair.
Each pack is owned by a chartering organization and so the person ultimately in charge is the leader of that organization or their delegate.

In boy scouts the leader of the troup is a Scout master not a den leader. A den leader is the leader of the cub scout pack. A Charter Organization Rep. can wear many hats. He or she, may be a den leader or troup leader, committee member, advisor, merit badge counsler, but the Rep is also a District Scout Leader. Having one who is active rather than just a figurehead just gives the unit another adult who is willing to help!

Akela. In a cub scout pack, an akela is a symbol of wisdom, authority, and leadership. It can be anyone from a den leader to a Cubmaster who acts as leader to the scouts. This name is taken from Rudyard Kipling's "The Jungle Book" as Akela was the lone grey wolf who led the pack. The scouting program is known for using themes from these popular children's stories since the early 1900's.
