I would say from an educated guess that it is 0. A straight line could avoid all quadrants if it were placed on the origins of the x and y axis.

How many minimum values of independent variable you should consider and why?

The absolute minimum number would be three values. If you have two or one, there are an infinite number of lines (straight or curved) which could be drawn through them on a graph. You would have no way of knowing which line was correct. If you have (at least) three values then you can see whether or not they form a straight line. In practice, you should have at least 5 or 6 values for your independent variable to be reasonably sure of the correct shape of the graph.
