Under UK law, a child has no legal right to choose which parent they may live with.
If they are the child's legal parent yes. The only way that they might be unresponsible is if the other parent had sole physical and legal custody. If they have joint custody but the child lives most of the time with the other parent they are still responsible.

It is legal for a child born in the United States to live with a parent outside of the country. Both parents usually have to agree, however.
Not necessarily as there are different situations that may mean that a child does not live with either of their parents.
Age 18.
when ca a minor child decice which parent to live wilt
No, a child under the age of 18 in the US does not have legal right to decide where they would like to live. CPS will make a recommendation and the court will issue an order of custody. If that was the case, there would be a lot of children who still would want to live with their parents who, I take it, have neglected them.A bit more:If you are asking if Child Protective Services has a legal right to say where the child should live (meaning which parent), then no, that would be up to a judge. The responsibilities of CPS is to remove a child from a harmful, neglectful, etc. home, but not to say with which parent they have to live with. Only a judge can rule on which parent is the best for the child.
Until you are 18 the parent with full custody can determine where you live.
Yes. At 18 you became a legal adult and had the legal right to determine where you lived.
The parents are responsible until the child is 18 years of age. Until then the parents determine where they live.
