The dot is actually purple but its a light sensor for the auto-brightness setting it is normally very hard to see unless in strong or direct sunlight and it changes the brightness if your outside or inside.

You press down on the home button and the power button at the same time. If this isn't working, go to "settings" >> "general" >> "accessibility">>"assistive touch">> "on". Then click the white dot that should pop up on the screen, click "device" >> "more">> "screenshot".
my home button is broken to but if i to close an app i use the asistive touch witch lets you use the home button just by going on to it and tapping home you turn it on in settings-general-accessibility- and turn the assistive touch on then a dot will appare on your screen tap it press device then rotate screen and you done
Did your home button got broken? I would suggest jailbreaking your iPod (assuming its still kind of working if you fiddle with it) and than install "activator" then you will be able to control your iPod without touching the Home button or Sleep button.
