This can be largely traced back to the English Civil War, when many defeated Royalists fled to America, where they gravitated to the South, and asserted the Cavalier virtues (and vices).

Only a few years later, at the Restoration of King Charles II, a lot of Cromwellians thought it was going to get too hot for them, and they also fled to America, where they gravitated North to New England, and carried on the Puritan agenda.

Two centuries later, these were basically the two sides that clashed in the American Civil War.

The economic system of the North was based upon a strong metallurgical, manufacturing and transportation industry, backed by a strong custom rate to prevent the home market from being invaded by foreign products, which were often cheaper and better than their own.

The economy of the South was based upon a strong agricultural system, mainly characterized by monoculture, like cotton, tobacco, sugar etc. aimed to the exportation, sustained by servile work of millions of slaves.

The Southern States were constantly aiming to obtain from the Federal government lower custom rates for their importations, that is a certain liberalization of the trade market, which would have enabled them to purchase better foreign products at cheaper conditions than those of national production.
