Only white christian males were allowed to vote at the time. The 13th amendment freeing all slaves was the most recent passed, but it did not give them the right to vote. It wasn't until the 14th amendment that everybody was allowed to vote, with the exception of women.

The main purpose of the 14th Amendment was to secure the rights of the former slaves. The purpose of the amendment provided a broad definition of citizenship.
