The number of representatives in the US House is determined by the population of each state compared to the other states, so there is no upper limit. However, with the number locked at 435 for most of the 20th century, the larger states will merely continue to gain representation at the expense of smaller or slower-growing states (which are, however, constitutionally guaranteed at least 1). There have been moves to increase the size of the House, but there are many logistical problems involved.

The maximum number of Representatives a state may have is specified in the Constitution in terms of the minimum district size allowed, which is 30,000. So based on the 2010 Census, the maximum number of Representatives that California, the most populous state, may have is 1241.
