In Christianity the water for baptism is holy as Christians believe that the holy spirit is channeled through the priest to water making it holy during baptism and that the one after baptism is reborn pure from any sin.

However, per Islam religion there is no concept of holy water. Water is rather considered for the fact, mentioned in Quran, that every thing alive in our planet is composed of water and could not sustain life without water. In addition, water is important for ritual worships of Wudu and Ghosl (minor and major ablution)

The holy water is blessed by a priest and it is to pour it over the person who is getting baptised forehead this is the meaning of holy water this can be blessed by a Priest, Bishop, Pope. The holy water is clean purified water to welcome the person who is getting baptised to the Christian faith .

The meaning is the cleansing from original sin.

Holy water symbolizes the Holy Spirit (Water being one of the symbols for the Holy Spirit). That is why you don't need a full submersion for baptism since it is just a symbol.
