A tragedy is a serious piece, usually a play, exploring human emotion and motivation. One requirement is that the evil which happens to a character would not have occurred if not for their own actions.

Shakespeare does not define it as such, so we would have to gather what he considered to be a tragedy from the plays he calls tragedies. For example, Richard III is "The Tragedy of Richard III", but King Lear is "The History of King Lear." However, it is not clear that Shakespeare chose these titles himself, and it is certain that he had no say in the labels given in the Folio, since he had been dead for seven years before it was printed. We sort of think of the tragedies as being the plays where either 1. the main character dies, or 2. the situation dissolves into chaos, slaughter and war. Whether Shakespeare thought so is another question.
