What I think the meaning is is this: In the first part is it trying to make you think that other than a dog which is called, "man's best friend" a book is probably the best friend of a man (a very good thing to have). In the next part it does the opposite and says that inside of a dog you can't read because it is too dark. It is kind of a trick because 'outside of a dog' can have two different meanings.
