I am currently looking into the question whether "Van" only appears in Dutch names, but in this case I am pretty sure it's Dutch. "Van Der" is pretty common in Holland. The literal translation of "Van Der Boom" is "from the tree". I am not 100% sure and I don't know if this answers your question, but that's what I know as a Dutch Person.
