This term is used more for someone who is substituting for a job that they still have experience in. It's more of someone standing in a position temporarily while the normal employee of that position is absent due to sickness or time off. An admin clerk can't be a locum tenens or substitute for a doctor or vice versa. That person must have experience in that field they are substituting for.
