Do you mean router password or password to access your wireless network? If they just want to access the net with your network then: If you and your neighbor know each other well then I don't see the problem, tell them they have a certain limit (like 1gb allowance) and if your router is like mine you can monitor usage from the different devices connected to the network, so once they go over there limit you can block their device until the end of the month. If they want your actual router password then don't do it. If you do give them your password to access the net from your network keep that password different from your routers password.
