I think the smallest town in Kansas is either Mulvane or Peck, but most likely Peck. There is a lot of research that has to be done before an assumption like the above can be made. Based on the research I've done so far, the smallest incorporated city in Kansas, based on the 2000 census, is Freeport. Mulvane reportedly had a population of close to 5200 at the time of the same census. Peck had a population of over 1340 at the same time period.
