In terms of attack power, the strongest Keyblade would be the Fenrir, which is obtained after defeating Sephiroth in Radiant Garden.
The most powerfully balanced Keyblade is the Ultima Weapon, which must be synthesized using numerous items received throughout the game. This Keyblade does not have the highest attack power. Instead, it has high magic and combo boosters.
If you haven't got Fenrir or Ultima Weapon, then Decisive Pumpkin is another good Keyblade. Having the same strength as Ultima Weapon and the Combo Boost ability is sweet.
Any keyblade that's difficult to deflect.
Like "Three Wishes", "Olympia" and "Divine Rose".
Since they're difficult to deflect you'll get the counter option (if you have the ability enabled) whenever your blows are parried/knocked back.
Also, with those keyblades you can counter after a Guard if your opponent hits your Guard.
Anyway, seeing as you don't have the Divine Rose yet at this point (you'll get it when you visit the library during your 2nd visit to Hollow Bastion) feel free to use Olympia.
Using this keyblade (and the strategy mentioned above) I Pwned riku while only having to use Cura once, in record time.
On the next playthrough I might wait until he stays in his powered-up form permanently in hopes of making it a little harder.
Note I'm talking about Riku when he's possessed by Ansem.
If, by chance, You were talking about the normal Riku (1st time heading through the main gate in Hollow Bastion) then just wail away at him, he's a wuss.
Sidenote: Having said that I'd like to state (as a gift) that the Divine Rose is the very best keyblade in the game due to the advantage I noted above and the fact that it's only 2 STR below the Ultima Weapon and it has the ability to "deal a string of critical blows".
So don't even Bother with the "Oblivion" and "Ultima Weapon" ;).
Depending on what skills you have unlocked, finir and oblivion are about the same (most powerful). I prefer using the ultima weapon, having fenrir on final form, oathkeeper on master and oblivion on valor.
