In my opinion the song is about a paranoid schizophrenic (at least someone in a mental institution). The knitting terms (pick up every stitch & running in a ditch) emphasize the pass-time in the institution. Looking out of a window on a world they are separated from provides lots to see. Looking into the window (reflection) reveals different people to be, hence the schizo. Looking over their shoulder and seeing a stranger doing the same thing.... maybe they are looking into a mirror further emphasizing their detachment from themself. Beatniks were known (besides their liberative, sexual & ecological ideologies) to wear and sell homemade clothes (knitted clothing). I feel this line refers to those "beatniks" disillusioned with their own cultural movement and perhaps selling all the hard work of those doing the knitting (benefiting off of the disabled) like parasites. And finally, if there ever was a season of the witch would it not be Halloween (all souls day)? The very "holiday" where we all are expected to "conform" and be a different person (sounds like a free-day for a schizo or bipolar. Well, would it not make sense to a person who trusts no one or is not sure anyone is who they say they are (not the people who take care of them or the people on the streets or even themselves) that it MUST be Halloween. The lyrics for me carry a message of Donovan's outlook on society at the time from cultural conformity & disillusionment to the abuse of vulnerable persons and perhaps a connection has been made between Social & Mental Disease.
