Most HP laptops that have a webcam inbulit come with a program called Cyberlink which is a brilliant recording program for your webcam and you can create movies or just take a snapshot with your webcam. It comes free with most HP laptops but if it doesn't have it, you can buy it. But sorry, it's not free.
You can also use special effects with Cyberlink whether you are creating a movie or just taking a snapshot/picture. You can also download extra ones off the site, but I don't think the majority of them are free. :/
