Broken Wheat is a good source of slow releasing carbs for your body and helps in improving your metabolisium. Rice on the other hand is very rich in carbs and is stored as energy and needs to be utilised. If not used or burned converts to stored calories and eventually fat!!

If you are not a farmer or a person who does physical work for a living then best to avoid rice on regular basis.
